The paper analyzes existing research in this subject area; patterns of the number of accidents, incidents, fires and emergencies (ES) from the number of preventive measures taken, including in the field of fire safety (FS), have been identified; The dependence of the number of emergencies and fires on the landscape and geographical features of the subject was studied. A methodology has been developed for assessing the activities of the Main Directorates (MD) of the Ministry of Emergency Situations of Russia in the constituent entities of the Russian Federation based on statistical indicators. As such, it is proposed to use data from the Annual State Report on the state of protection of the population and territories. It is proposed to introduce into practice an annual assessment of the activities of public institutions to improve statistical indicators through preventive measures. As part of further research, it is planned to develop special software to automate the process of assessing the activities of public institutions based on the developed methodology
