The article analyzes the normative legal acts that reveal the main provisions that define the requirements for the organization of the educational process, the procedure for teaching the basics of life safety and military training in higher educational institutions. The report materials based on the results of surveys conducted within the framework of a sociological study related to the individual assessment of a person's feelings of self-security in the Russian Federation and the Republic of Kazakhstan are analyzed. A systematic analysis of educational programs on the basics of life safety was carried out, which showed that they have insufficient practical orientation and require a more comprehensive approach. The results of the experience of collecting territorial civil protection units, staffed by more than half of the graduates of higher educational institutions involved in carrying out tasks during the pandemic and the declaration of a state of emergency throughout the territory of the Republic of Kazakhstan, are studied. The factors that have a direct impact on the formation of the required level of knowledge, skills and abilities of students in the field of civil protection are identified and systematized. At the same time, a number of problematic issues related to ensuring the required level of students' competencies in the basics of life safety and military training have been identified
