Abstract:
The article reveals current problems associated with the placement of graduates of higher educational institutions of the Ministry of Emergency Situations of Russia, as well as the inconsistency of the employee with the qualification requirements for appointment to a higher position. The specifics of training specialists to work in Crisis Management Centers are considered, in particular in the areas of training 27.03.03 «System Analysis and Management» and 27.04.03 «System Analysis and Management», implemented at the Federal State Budgetary Educational Institution of Higher Education «St. Petersburg University» State Fire Service of the Ministry of Emergency Situations of Russia. Possible options for solving the identified problematic issues are proposed through the development of an appropriate model. The purpose of the work is to create a professional model of career growth for employees of the Federal Border Guard Service of the State Border Guard Service of the Ministry of Emergency Situations of Russia who are serving or planning further service in the Center for Emergency Management. The proposed model will make it possible to support management decision-making when appointing employees to positions or transferring them to higher positions, taking into account their level of education and tenure
