Effective response to landscape (wildland) fires depends largely on management decisions made at the strategic and operational-tactical management levels. The transition from expert methods to more structured forms of decision-making in landscape fire response is a necessary step to improve the effectiveness and relevance of actions. The leading role in this process is played by the integration of modern technologies and innovative approaches, such as the use of artificial intelligence and machine learning models in landscape fire forecasting, which allows not only to speed up data processing, but also to offer more accurate and well-founded recommendations. This paper is devoted to the development of an information model to support strategic and tactical decision-making under the threat of landscape fires based on IDEF0 methodology. The proposed model based on the system approach allows to identify the features of the decision-making process to respond to landscape fires. The practical significance of the model consists in the possibility of demonstrating the presence of uncertainty factors and their influence on the result of decision-making. On the basis of this model it is proposed to further develop an intelligent decision support system for landscape fire threat
