Abstract:
The article proposes a scientifically grounded methodological solution for modeling management processes in organizational systems under conditions of uncertainty and adverse external influences. The novelty of the developed model lies in the integration of methods for evaluating the effectiveness of organizational systems and the use of state matrices for operational situation analysis. In modern conditions, the mathematical model of a crisis management center of EMERCOM of Russia, based on efficiency assessment and state matrices, serves as a component of the methodological foundation for managing organizational systems during emergencies, and contributes to research in the fields of system analysis and risk management. This mathematical model can positively influence the methodological basis of the research object by enabling emergency management through simulation of organizational system states based on monitoring data. Furthermore, the model enriches the information resources of the organizational system, contributing to the continuous improvement of management practices. The practical value of the model lies in its application for methodological support of effective resource and personnel management within EMERCOM of Russia by reducing the time required to make informed managerial decisions, as well as for training specialists in EMERCOM of Russia educational institutions without the need for additional resources
