The article analyzes various scientific and regulatory approaches to the interpretation of fire extinguishing stages, identifies the shortcomings of existing models that do not take into account the discreteness of management actions to extinguish fires. Based on the requirements of departmental documents, a refined classification of the stages of combat operations is proposed, focused on the decision-making process of the fire extinguishing manager within the framework of the organization of fire extinguishing of passenger railway rolling stock. A graphical force and means management model has been developed in the form of a composite geometric figure, where each segment corresponds to a separate stage of extinguishing and characterizes the scope of decisions made by the fire extinguishing manager. The necessity of applying a number of assumptions ensuring the unification of the possibilities of using the developed model is substantiated, and the application of the basic statement is also justified: the smaller the total volume of the composite figure, the higher the effectiveness of the totality of decisions taken by the fire extinguishing manager. A mathematical model is constructed that includes dependencies on time, timeliness, and adequacy of decisions. Special attention is paid to the impact of software using neural networks on the fire extinguishing management process. The graphical elements "washer", "rim" and "intersection" have been introduced, reflecting the positive and negative effects of the use of artificial intelligence on the developed graphical model, which makes it possible to visualize and optimize management processes in extinguishing fires, including fires of passenger railway rolling stock
