The article discusses the current aspects of optimizing the information support system for the day-to-day management of the unified state system for emergency prevention and response (RSChS). The analysis identified systemic problems in the existing system, such as fragmentation of information resources, departmental disunity, and technological backwardness of key components. The solution proposed is the creation of a unified digital space for supporting the management of the Russian Emergency Situations Ministry (EDSPMM RSES), a centralized integrated system based on modern information technologies. The authors describe the architecture and key components of the proposed system: a digital twin of the territory that accumulates geospatial and infrastructure data; a digitized dynamic register of forces and resources; a forecasting and calculation module for modeling the development of emergency situations, as well as a neural network analytical complex working with the “data lake” of past incidents to generate recommendations. The methodological basis of the development was the theory of management of complex organizational systems, a comparative analysis of foreign experience and the formalization of the model using Petri nets. The implementation of the proposed concept will allow for a transition from a reactive to a proactive management paradigm, providing decision-makers with real-time information and improving the validity, efficiency, and effectiveness of management activities in responding to threats and emergencies
