This article examines the innovative principles and architecture of software developed to improve the effectiveness of management decisions among personnel of the Russian Ministry of Emergency Situations. Traditional training methods often fail to fully develop the practical skills required in emergency situations. To address this issue, the authors propose the introduction of subject-specific interactive learning technologies. An architecture based on visual novels was chosen as the optimal platform for implementing this approach due to its low cost, flexibility, and high effectiveness in developing critical thinking. A detailed analysis of the structural components of the software package is presented. Particular attention is paid to modules for compiling and generating emergency scenarios that simulate real-world operational tasks. A key element is the branching dialogue and decision-making system, enabling the creation of nonlinear narratives where each student's choice influences the course of events. An important component is the action evaluation mechanism, which analyzes the compliance of decisions with the requirements of the Russian Ministry of Emergency Situations and provides detailed feedback. The research methodology focuses on integrating situational tasks into interactive scenarios, ensuring a high level of correspondence between virtual training and real operational tasks and promoting the development of sustainable competencies.
