The article presents a detailed analysis of domestic reference books on fire safety and fire extinguishing tactics published in the period from 1986 to 2023. The article considers their importance in the training of fire extinguishing managers, specialists of emergency rescue units and employees of the Russian Ministry of Emergency Situations, as well as the impact of these publications on the formation of professional competencies and organizational skills. Particular attention is paid to identifying the shortcomings of existing reference materials in the context of the rapid development of technology and changes in the structure of man-made risks. It is shown that a significant part of the reference books does not take into account new directions in the development of firefighting, including the use of unmanned aerial vehicles, intelligent decision support systems, digital situation monitoring technologies and big data analysis. In addition, there are practically no detailed recommendations on the use of unmanned aircraft systems in conducting fire reconnaissance and ensuring the safety of personnel, which significantly limits the practical effectiveness of reference materials. Based on the analysis, the necessity of developing an integrated modern reference book, including modern information and reference materials, updated regulatory documents, algorithms for actions in the face of new risks, as well as methodological recommendations on the use of innovative tools, is substantiated. It is emphasized that the combination of traditional knowledge and innovative technologies can increase the effectiveness of fire fighting and rescue operations, as well as form a scientifically sound basis for the further development of professional training of specialists
