The article presents in a formalized form a scientific task that consists in the development of a scientific and methodological apparatus for substantiating the rational parameters of a radiation monitoring system for detecting local sources of ionizing radiation of terrorist origin. The stages of solving the presented scientific problem are determined. The most acceptable approaches to solving particular problems of assessing the current level of readiness of the radiation monitoring system and substantiating the rational parameters of the radiation monitoring system, taking into account the current level of readiness, are considered
