Time is a critical resource that has a decisive impact on the safety of work. In the course of the activity of organizational, technical and technological systems, when the objectives of the activity do not coincide, problems manifest themselves. The activity is based on the decision of a person (decision-maker). Human activity is based on a model. Information is information about the surrounding world and the processes occurring in them, perceived by a person. The information that a person uses in his activity has a model interpretation of the processes of the surrounding world for him. The dependence of human activity on information (model representation) the development of a new approach to the system of ensuring the safety of work. To solve a complex of related problems, it is necessary to develop a theory. A properly constructed theory has three levels, three components (methodology, methods, technology). A person perceives the world around him and carries out his activities through processes. A process is an object in action with a fixed purpose. Constructive methodology should form the condition for the existence of the process with which a person works. In well-known publications, constructive methodological foundations in a completed form (in the form of a condition for the existence of a process) are not presented. Thus, without having a condition for the existence of the process, the achievement of the goal of the activity cannot be guaranteed. This situation has identified a fundamental problem - the results of activities in solving the tasks of ensuring the safety of work do not meet the expectations of the decision-maker. The presented set of factors determines the relevance of this work, and the goal is to choose and justify the conditions for the existence of the process of ensuring the safety of work in the interests of guaranteed achievement of the goal
