The results of the study of the organizational and legal aspect of the involvement of the forces and means of the Ministry of Emergency Situations of Russia in extinguishing forest fires are presented. On the example of the forest complex of the Republic of Mordovia, the problematic issues of legal and organizational and managerial support in extinguishing forest fires are considered. Statistical data are presented to assess the forces and means of the Ministry of Emergency Situations of Russia involved in extinguishing forest fires. Based on the results of the study on the Republic of Mordovia, it was concluded that when extinguishing large forest fires, the involvement of the forces and means of the EMERCOM of Russia is permanent, and at the municipal level, in most cases, the fire protection units of the FPS are the only forces and means. The authors present possible causes of forest fires, which must be taken into account in the framework of the formation of preventive measures and effective regulatory measures. According to the results of the study, recommendations are proposed, which are primarily aimed at the organizational and legal regulation of the interaction of forces and means at the municipal, regional and federal levels for extinguishing forest fires. The authors come to the conclusion that it is necessary to conclude mandatory agreements on the procedure for attracting the forces and means of the EMERCOM of Russia to extinguish forest fires, and also point to the expediency of monitoring by the central office of the EMERCOM of Russia over the process of concluding such agreements and their subsequent execution
