The article analyzes the well known scientific and methodological apparatus in relation to solving the problem of quantifying the quality of learning outcomes, taking into account the development of didactic units provided for in the curriculum of the discipline. In the course of the analysis, a number of scientific methods were considered, including ranking, hierarchy analysis, and additive multiplicative convolution. These scientific methods are suitable for determining a complex indicator characterizing students' academic performance and the degree of their mastery of professional competencies based on appropriate expert assessment, processing the results obtained and determining the coefficients of significance of the factors and criteria under consideration. Based on the results of the analysis of the well known scientific and methodological apparatus, a reasonable conclusion has been made that, despite the currently available scientific and methodological apparatus, there is a need for a comprehensive assessment of a number of new factors that have a significant impact on the formation of students' competencies. In this regard, the article proposes an approach for a comprehensive assessment of learning outcomes, taking into account the intermediate results of mastering didactic units, which, unlike the known ones, allows taking into account all the necessary factors and criteria. The article shows an example of the practical application of the proposed approach within the framework of the discipline «Tactics of the Emergency Response Forces», implemented in the specialty Fire Safety and training area Technosphere Safety at the Siberian Fire and Rescue Academy of the Ministry of Emergency Situations of Russia
