The article provides a comprehensive analysis of modern technologies for public notification in emergency situations on the territory of the Russian Federation. The study is based on up-to-date statistical data for 2020-2024, according to which more than 70% of all emergencies are man-made, and the annual material damage exceeds 100 million rubles. Particular attention is paid to the problems of the existing SMS notification system, including incomplete coverage of the population (about 70% of operators participate in the mailing list), significant time delays in mass mailings and the lack of feedback mechanisms. The authors propose an innovative approach to the modernization of the notification system through Cell Broadcast technology, which has already been successfully used in foreign countries. A detailed comparison of four notification technologies (CVC, Cell Broadcast, push notifications and social networks/messengers) was carried out using the TOPSIS multi-criteria analysis method. The research took into account six key criteria: the speed of message delivery, the reach of the population, the reliability of the system, the cost of implementation, the possibility of feedback and the level of personalization highlighted by the authors during the study of various sources. The results of the study demonstrate the significant advantage of Cell Broadcast technology in terms of key performance indicators. Of particular value is the technology's resilience to network congestion during mass mailings, which is a critical factor in an emergency situation. The authors propose recommendations for the modernization of the notification system, including the phased introduction of Cell Broadcast as the main emergency notification channel. The proposed solutions are aimed at significantly improving the effectiveness of the warning system and, as a result, reducing human casualties and material damage in emergency situations
